Guided Pathways for community and legal organizations
Partner with CLEO to make intake, forms completion and referrals easier for your organization.
Community and legal organizations can work with CLEO to create step-by-step online interviews that support:
- client intake
- forms and documents completion
- early identification of legal needs
- service navigation
- referrals between organizations
A Guided Pathway can be used independently by a client, completed with help from a friend or family member, or used by staff or volunteers when helping a client.
See what a Guided Pathway can do
Could a Guided Pathway help your organization?
A Guided Pathway may be worth exploring if your organization:
- routinely asks clients to complete difficult forms on their own
- does not have the capacity to assist clients directly
- spends substantial staff time collecting the same basic information
- experiences long or inconsistent intake processes
- relies on referrals that do not always connect
- regularly engages students or volunteers in delivering client services
- supports clients with legal issues that would benefit from early screening and intervention
Designed to strengthen human services
Guided Pathways help organizations spend less time collecting the same information and completing routine paperwork.
For some organizations, the pathway is a self-help option. For others, it is a structured job aid used by students, volunteers or new staff when helping clients.
This leaves experienced staff with more time to give help that requires their experience, judgment, or follow-up.

Who CLEO partners with
CLEO considers projects that support our mission by improving access to justice or helping community organizations serve people who face individual or systemic barriers to getting legal help.
We work with organizations that want to use a Guided Pathway to help with intake, referrals, or completing documents. A Guided Pathway can also help identify legal problems that might otherwise go unnoticed.
If your organization agrees, the Guided Pathway can also connect users to relevant legal information and resources from CLEO.
CLEO also considers projects that fit our priorities for developing new Guided Pathways.
Why work with us?
CLEO has used guided-interview technology since 2007. We launched our Guided Pathways program in 2018. Today, we offer more than 100 Guided Pathways in English, and most are also available in French. Thousands of people use our Guided Pathways each month.
Our team brings together expertise in law, plain language, design, and technology. We use these skills to make sure each Guided Pathway is legally accurate, easy to understand, and works well for users.
We have longstanding relationships with community and legal organizations across Ontario and a strong track record of collaborating on practical projects that improve access to justice for people who face both individual and systemic barriers.
